The Mayor, members of Council, the Director of Law, the Director of Finance, the Public Works Director, the Clerk of Council, and all other elected or appointed officers of the City shall exercise the powers and perform the functions, with respect to the proceedings of Council, that are vested in or enjoined upon them by either the City Charter, the ordinances of the City or the general laws of the State.
