925.99 PENALTY.
   (a)   Any person who attempts to make or makes a connection either directly or indirectly without securing the permit required by Section 925.01 or otherwise tampers with City hydrants or other portions of the City’s public water system shall be fined as follows:
      (1)   For a first offense, not more than five hundred dollars ($500.00);
      (2)   For a second offense, not more than one thousand dollars ($1,000.00);
      (3)   For a third offense, not more than two thousand dollars ($2,000.00);
      (4)   For any subsequent offense, not more than four thousand dollars ($4,000.00);
      (5)   Additionally, all such violators shall also be responsible for compensating the Municipality for all water used and/or expended as a result of their actions, as well as any damages their actions cause/caused to the public water system.
      (6)   Each twenty-four hour period during which a connection exists or any other tampering occurs without securing such permit shall constitute a separate violation of this provision and chapter.

   (b)   Whoever violates Section 925.06 shall be fined not more than twenty-five dollars ($25.00) and not less than five dollars ($5.00) with each violation being considered a separate offense.
