925.06 LIMITS FOR NONESSENTIAL USE.
   Limits on the use of water for certain nonessential purposes are established as follows:
   (a)    Use of water for the sprinkling of lawns, filling of swimming pools, sprinkling of children and washing of motor vehicles for private and commercial purposes is hereby prohibited except as provided in subsection (b) hereof.
   (b)    The use of water for the purposes outlined in subsection (a) hereof shall be permitted between the hours of 8:00 p.m. through 12:00 midnight, only unless such use is prohibited altogether under authority of subsection (c) hereof;
   (c)    The regulations imposed by this section shall be enforced by the Director of Engineering, Utilities and Inspection when an emergency arises necessitating the curtailment of the regular use of water.
