925.01 PERMIT FOR CONNECTION.
   (a)   Except in the case of property owned by the City, no person, corporation, partnership or association whatsoever shall connect any building, apartment, living unit or other structure or non-structure, such as a vehicle or any other object, either directly or indirectly with a water main in the City which is owned or maintained by the City without first securing a permit for such purpose in a form prescribed by the Director of Engineering, Utilities and Inspection and, in the case of a connection for domestic water supply purposes, without first depositing in cash, or by certified check payable to the City, a capital facilities utilization charge (hereinafter called “utilization charge”) determined in accordance with the provisions of Section 925.02.
   (b)   No public water system connection permit hereunder shall be issued for any location outside the geographical borders of the City of Aurora unless and until it has been approved by City Council by Ordinance considered and adopted by it.
