The "Community Development Policies Plan, City of Ashland, 1994 - 1996," as adopted by the Urban Renewal and Community Development Agency on October 5, 1993, is hereby adopted in full as an ordinance of the city, by reference, as if set out at length herein.

The Residential Antidisplacement and Relocation Assistance Plan under § 104(d) of the Housing and Community Development Act of 1974, as amended is hereby adopted by reference, as if set out at length herein.

(A) The Board of City Commissioners, acting as the Board of Directors of the Community Development Agency Public Housing Authority (the PHA), institutes a policy whereby the Ashland Existing Structures Code (Ordinance 80, series of 1986, as amended by Ordinance 50, series of 1989, and as may be subsequently amended) shall be used in place of federal Housing Quality Standards for housing units under contract with the PHA assisted housing programs.
(B) This policy is in effect upon its passage for housing units within the city; and at the time of initial, annual or move-out inspection for program contracted housing units outside the corporation limits of the city.
(C) An inspection fee of $25 shall be charged to the program contracted landlord for any re-inspection due to violations noted during routine program inspections (which are at no cost).

The Board of Commissioners hereby adopts the Housing Choice Voucher Program Payment Standards, effective January 1, 2024, for the Community and Economic Development Department, Division of Assisted Living (Section 8). The payment standards attached to Ordinance 163, 2023 are adopted by reference as if fully set forth herein.
