No person other than an authorized city employee shall operate a fire hydrant or interfere in any way with the city water system without first obtaining authority to do so from the Clerk/Treasurer and/or city maintenance supervisor.

No water pipe of the city water supply system shall be connected with any pump, well, or tank that is connected with any other source of water supply. When any such connection is found, the Clerk/Treasurer shall notify the owner to sever the connection and if this is not done immediately, the city shall turn off the water supply forthwith. Before any new connection to the city system is permitted, city employees shall ascertain that no cross-connection will exist when the connection is made.

Whenever the City Council determines that a shortage of water supply threatens the city, it may limit the times and hours during which city water may be used for fountains, sprinkling, irrigation, car washing, air conditioning, or other specified uses. The city also may discontinue service to any water consumer without notice for necessary repairs.

Except for the extinguishment of fires, or special permission has been received from the City Council, no person other than an authorized city employee shall use water from the city water supply system or permit water to be drawn therefrom unless the water passes through a meter approved by the city. The City Council may issue permits for the use of water for construction and building purposes. They shall adopt whatever means prove most efficient for finding the quantity of water that will or has been used and will collect in accordance with water rates in effect at the time.

A schedule of rates shall be periodically adopted by the Council and will be in effect upon publication. The schedule of rates shall be on file with the Administrative Clerk/Treasurer. Every resident using city water shall be charged and will pay at the current rates. Nonresidents using city water will pay double the current rate. A minimum amount will be charged for up to 5,000 gallons of usage per quarter with the exception of those connections considered “Occasional.” Those connections will be charged based on their usage, estimated or metered, during the year.

The owners or tenants shall provide ready and convenient access to the meter so that it may be examined or read by city employees. All consumers of water shall permit city employees to enter his or her premises or buildings at all times between 7:00 a.m. and 6:00 p.m. to read or test any meter, to examine the pipes or other fixtures.
