The Planning Commission may recommend and the City Council may adopt amendments to the zoning map and to the text of this appendix establishing planned development districts, after the conditions set forth in § 45.20 have been met. The recommending and adopting of such amendments shall be in accordance with §§ 80.10 and 80.20.
