151.05 DIRECTOR OF DISASTER SERVICES.
There is hereby created a Director of Disaster Services for the City and the County who shall be at the head of the Civil Defense Advisory Council. The Director shall be a competent and qualified person appointed by the Mayor and the County Commissioners. Assistant directors may be appointed by the Director from time to time. The Director shall hold office during the pleasure of the Mayor and the County Commissioners, and the assistant directors likewise shall hold office during the pleasure of the Director, and they shall not be compensated for services rendered unless approved by resolution or ordinance of Council. The Director may, with the consent of the Mayor and the County Commissioners, employ such technical and clerical, stenographic and other personnel and fix their compensation when they are to be compensated. He may make such expenditures within the appropriation therefor, or from other funds made available to him by Council and the County Commissioners for the purpose of civil defense as may be necessary to carry out the purposes of this chapter. Such expenditures, the salary of the Director and the salaries of other necessary personnel shall be shared equally by the City and the Commissioners of the County. The Director shall be the executive head of the Civil Defense Advisory Council and, together with his other duties in the County, shall be responsible for carrying out the program for civil defense in the City. He shall coordinate the activities of all organizations for civil defense within the City, and shall maintain liaison with and cooperate with civil defense agencies and organizations of other political subdivisions, and of the State and other states and of the Federal government, and shall have such additional authority, duties and responsibilities as are authorized by this chapter and as may from time to time be provided by Council.
