151.04 ADVISORY COUNCIL DUTIES; CHAIRMAN; COMPENSATION.

   The Civil Defense Advisory Council shall advise the Mayor, the Director of Disaster Services and the assistant directors, if any, on all matters pertaining to civil defense. The Mayor shall serve as chairman of the Advisory Council and the members shall serve without compensation but may be reimbursed for reasonable and necessary expenses incurred in the performance of their duties with the approval and consent of Council, excepting that, in case of an emergency, the Mayor may direct reimbursement of members of the Advisory Council and other members of the civil defense organization from civil defense funds made available by Council.
