Section 20.

The following Administrative Departments are hereby created:

(1) The Department of Law.

(2) The Department of Finance.

(3) The Department of Public Works.

(4) The Department of Water and other Public Utilities.

(5) The Department of Police.

(6) The Department of Fire.

(7) The Department of Community Planning and Economic Development.
