765.05 LICENSE ISSUANCE; RENEWAL.
   (a)    Public Garages. Upon receipt of an application for a license to operate a public garage, and payment of the required fee by division (f) of this section, the Director of Finance shall issue the license on a form prescribed by him for that purpose. No license shall be issued except to an applicant for a property which is in compliance with the terms of this chapter and is also in compliance with the Building Code of the State of Ohio.
   (b)    Parking Lots. Upon receipt of an application for a license to operate a parking lot, the Director of Finance shall transmit the application to the City Planning Commission to determine whether the facility in question complies with the substantive provision of this chapter and meets the requirements of Chapter 1104 of the City of Youngstown Redevelopment Code regarding signage, screening, landscaping, maintenance and operating standards.
   (c)    Issuance and Renewal. All licenses issued under this section shall be issued for a period of one (1) year commencing January 1. Licenses may be renewed if an application for renewal containing the information listed in Section 765.04 is submitted. Applications for renewal shall be accompanied by the required site plan and elevation drawings only when changes in the parking lot render the previously submitted site plan or elevation drawings inaccurate.
   (d)    License Extension. If an application for a license renewal has been submitted in accordance with the provisions of this chapter prior to an existing license expiration, the Director of Finance shall extend the existing license on a month-by-month basis until the review and approval has occurred.
   (e)    Applicability to Premises. A license issued under this section shall apply only to the premises described in the application and a separate application and license shall be required for each noncontiguous site. Licenses shall not be assignable or transferable.
   (f)    License Fees. Each application for a new or renewal license shall be accompanied by a fee of $25.00 for a parking garage, $50.00 for a parking lot with a capacity of 100 cars or less, and $75.00 for a parking lot with a capacity of more than 100 cars.
