1744.22 RESIDENTS' ACTIVITIES.
   (a)   Each group home shall allow each resident to have access to the use of the United States mail, be allowed to write and send mail at his/her own expense without censorship, and receive mail addressed to him/her unopened.
   (b)   Each group home shall allow each resident to have reasonable access to and use of a nonpay telephone.
   (c)   Each operator of a group home shall be responsible for developing house rules. Such rules shall be posted in a conspicuous location in the facility and shall be consistent with resident's rights. A copy of such rules shall be given to each resident prior to admission and the meaning of such rules shall be discussed with each resident.
   (d)   Smoking shall be restricted to certain areas and shall not be permitted in sleeping rooms.
   (e)   Food shall not be kept in residents' rooms. No cooking shall be allowed in rooms. (Ord. 98-88. Passed 3-4-98.)
