1744.21 HEALTH CARE OF RESIDENTS.
   (a)   Each group home shall provide each resident with adequate storage space for prescription medications needing refrigeration, prostheses, wheel chairs, crutches and other medical equipment.
   (b)   In the event that a change in a resident's medical condition necessitates skilled nursing care, the group home shall notify the agency responsible for the placement and the resident's nearest relative, legal guardian or friend to make arrangements for such care in an appropriate facility. This requirement does not prevent the accommodation of a resident who is temporarily ill and confined to bed but who does not require skilled nursing care.
   (c)   The operator shall prepare a medication monitoring plan which shall be kept in each client's file detailing procedures within the group home to assure the following:
      (1)   That each resident shall receive medication as prescribed by the resident's physician;
      (2)   That the medications are in the correct doses and that administration instructions are followed;
      (3)   That the medications are available at the correct time;
      (4)   That all medications are labeled and kept in a secure location;
      (5)   That individually prescribed medications are not shared by residents.
      (6)   That discontinued medications and medications of transferred or discharged residents are disposed of in accordance with applicable state and federal laws, regulations and rules.
   (d)   No license shall be issued until the plan has been approved.
   (e)   A group home shall not admit or serve an individual who needs physical assistance in taking medications or is unable to administer his/her own medication. This provision shall not apply to minor children under the age of sixteen or to any agency which has completed and complies with the provisions of the Ohio Department of Health and the Ohio Department of Mental Retardation and Development Disabilities.
