1744.05 INSPECTION.
   The Chief Building Official, the Code Enforcement, Blight Remediation and Demolition Superintendent, the Health Commissioner, the Fire Chief, the Zoning Officer and/ or Occupancy Officer, or their duly authorized representatives may, between the hours of 7:00 a.m. and 10:00 p.m., or any other times reasonably necessary to investigate a complaint, enter upon and inspect any premises which meets or which the above named officials or their duly authorized representative(s) have reasonable cause to believe might meet the definition of a group home under this chapter to assure that the group home is in compliance with the provisions of this chapter. When evidence is presented that a serious or immediate threat to the physical or emotional health, safety or security of group home residents exists, the aforementioned officials or their duly authorized representatives may enter upon and inspect any premises, at any hour necessary to protect health, safety, and security of the group home residents. License holders, owners, operators, and employees of such facilities shall not refuse the above named City officials’ entry onto the premises and shall otherwise cooperate with the above named City officials to the maximum extent possible.
