943.02 OPENING FIRE HYDRANTS PROHIBITED; EXCEPTIONS.
No person, except an authorized employee of the Water Division shall open, operate or remove the nozzle cap from any public or private fire hydrant to which water is supplied in whole, or part, by the City waterworks, or draw water therefrom except for the purpose of extinguishing fires or for Street or Sewer Department purposes, without first securing a permit to do so from the Water Commissioner.
