935.15 BASIS FOR RATE DETERMINATIONS.
   At least once each year, the Engineer, based on the previous year's records of operation, flows, loads, costs and water consumption shall compute or cause to be computed the following:
   (a)   The total yearly volume of sewage collected, conveyed and treated. Such total yearly volume of sewage shall consist of the volumes as measured at the sewage treatment plants, plus the volumes treated by others. Annual volumes shall be expressed as follows:
      (1)   Thousands of cubic feet of flow
      (2)   Hundreds of pounds of BOD
      (3)   Hundreds of pounds of SS
      (4)   Units of any other pollutant for which facilities and/or treatment is provided or which generates expense because of its existence.
   (b)   The total yearly volume of measured sewage flows. Such total yearly volume shall consist of the sum of all volumes as measured per Section 935.07 through Section 935.11 inclusive. This volume divided by the volume determined in subsection (a)(1) hereof determines the percentage of billable flow.
   (c)   The estimated yearly volume of unknown sources flow. This estimated yearly volume shall represent the difference of the volumes computed in subsections (a) and (b) hereof determines the percentage of unaccounted for flow.
   (d)   The total yearly volume of water consumed by the various users of the sewers. Such volume of water consumed, shall be used to correlate the total yearly volume of sewage collected, conveyed and treated with the total yearly volume of water consumed.
   (e)   The total number of users connected in or otherwise discharging wastewater into the Agency's treatment works.
   (f)   The total number of user charge bills for sewer service issued during the previous year.
   (g)   The total yearly administrative costs, which includes but is not necessarily limited to:
      (1)   Administrative salary costs (direct plus fringe benefits).
      (2)   Consulting fees (engineering, legal and financial).
      (3)   Administrative overhead costs (rent, telephone, utilities, billings, collections, records, etc.).
      (4)   Miscellaneous costs (supplies, travel and subsistence, tuition reimbursements, mailing, printing, etc.).
      (5)   Meter reading.
   (h)   The total yearly debt-retirement payments, which includes but is not necessarily limited to:
      (1)   Payment for capital improvement debts to treatment by other facilities as per contractual obligations.
      (2)   Payment for retiring of outstanding general obligation bonded indebtedness, those G.O. Bonds which relate to the sewage department only.
      (3)   Payment for retiring of loans, such as OWDA.
   (i)   The total yearly sewer operation and maintenance costs, which includes but is not necessarily limited to:
      (1)   Salary costs (direct plus fringe benefits).
      (2)   Estimated emergency overtime costs (10% of salary costs).
      (3)   Administrative overhead cost (same as (g)(3) hereof.)
      (4)   Materials, equipment repairs and rentals, supplies, inspection and surveillance devices (gas, oil, pipelines, etc.).
      (5)   Replacement costs.
      (6)   Miscellaneous costs (same as (g)(4) hereof).
   (j)   The total yearly wastewater treatment operation and maintenance costs, which includes but is not necessarily limited to:
      (1)   Salary costs (direct plus fringe benefits).
      (2)   Estimated emergency overtime costs (5% of salary costs).
      (3)   Administrative overhead costs (same as (g)(3) hereof).
      (4)   Treatment costs (power, materials, equipment repair and rentals, devices, chemicals, supplies, etc.).
      (5)   Total yearly payment for treatment of sewage by others, as per contractual obligations.
      (6)   Replacement costs.
      (7)   Miscellaneous costs (same as (g)(4) hereof).
      (8)   The costs established in subsections (1) through (7) hereof inclusive shall then be categorized as follows:
         A.   Flow handling costs. (40%)
         B.   BOD removal costs. (30%)
         C.   SS removal costs. (30%)
         D.   Other pollutant handling costs, if any, and in which case the percentages for A. B. and C. shall be adjusted accordingly.
   (k)   The total yearly estimated payment to the Debt Retirement Sinking Fund.
   (l)   The total yearly estimated payment to the Capital Improvements Sinking Fund.
   (m)   The total yearly estimated payment to the Sewerage System Rehabilitation Sinking Fund.
   (n)   The total yearly estimated payment to the Treatment Plant's Rehabilitation Sinking Fund.
   (o)   The total yearly estimated payment to the Sanitary Department Reserve Operating and Maintenance Fund.
   (p)   The total yearly Wastewater Department expenditures, which shall be represented by the sum of all of the costs, and payments computed in (g) through (o) hereof.
