932.07 SUPPLEMENTARY LIMITATIONS.
   No person shall discharge or cause or allow to be discharged into the public sewer, wastes which contain any of the following pollutants unless the person is issued a wastewater discharge permit by the City which allows the discharge of such pollutants. In the absence of such specific wastewater discharge permit conditions, no person shall discharge any of the following pollutants, except as such pollutants may occur, and only in the concentrations such pollutants may occur, in residential background wastewater. Discharge of any pollutants allowed by permit shall not exceed the following daily maximum limitations. All concentrations for metallic substances are for “total” metals unless indicated otherwise.

   ** Extra strength surcharge, for BOD, oil and grease, and suspended solids. Costs exceeding limitations: where flows and loads are discharged in excess of the limitations established in Section 931.05(c)(13) and 935.13, a surcharge over and above the charges established in Section 935.16 shall be levied on all flows and loadings which are in excess of the limitations set forth in Sections 931.05(c)(13) and 935.13. The surcharge shall be calculated in accordance with Section 935.17.
