747.11 RECORD OF PURCHASES; DAILY REPORT.
(a) Every person licensed under the provisions of this chapter shall keep a separate book open to inspection by any member of the police force, or to any other person, in which shall be written in the English language at the time of every purchase or exchange of any of the articles described in Section 747.01, a full and complete description thereof, the name, description and residence of the person from whom purchased and received, and the day and hour when such purchase or exchange was made. Each entry shall be numbered consecutively commencing with number one.
A photo ID shall be required to be shown by anyone selling junk items, secondhand items or scrap and a photo copy of the ID shall be made and kept on file for police inspection.
(b) Every purchaser as defined by Section 747.01 shall prepare and deliver a record or report every day to the Police Chief, before the hour of 12:00 noon, containing a legible and correct copy, written in English. Such book or report and copy shall be made upon blank forms and shall consist of a full and complete description of all purchases received or purchased during the preceding day, together with the hour at which the purchases were made, and with a description of the person from whom the same was purchased. Each entry of such copy shall bear the same consecutive number as the entry in such book.
(c) All scrap metal processing facilities shall complete a monthly report, report form to be provided by the Mahoning County Solid Waste Management District, submitted to: Director, Mahoning County Solid Waste Management District. Report is due by the 15th of each month for the previous month for all twelve (12) months per calendar year. Report must include the total pounds of all ferrous and non-ferrous scarp metals processed through the facility during the month, excluding:
(1) Automobile and vehicle bodies;
(2) Train box cars;
(3) Demolition debris.
Weights must be reported as per the materials specified on the form.
