Section 301 of said Uniform Housing Code is amended to read as follows:
Sec. 301. Building Permits. Whenever a building is substandard, no person, firm, or corporation shall commence or undertake any work upon such building, such as erection, construction, enlargement, alteration, repair, removal, improvement, conversion, or demolition, without first obtaining a separate building permit for such work from the Building Official in the manner and according to the applicable conditions prescribed in Chapter 3 of the Uniform Building Code and upon the payment of fees as set forth therein.
