The purpose of adopting said Uniform Housing Code by reference is to provide minimum requirements for the protection of the life, limb, health, property, safety, and welfare of the general public and the owners and occupants of residential dwellings in the unincorporated portions of the County. The further purpose is to designate the officers of the County charged with the responsibilities for the enforcement of said Code and to establish a local Housing Code Advisory, and Appeals Board to hear appeals and perform other duties more particularly set forth in this chapter.
