Sec. 6-5.702.   Enforcement.
   Except as otherwise provided in Article 6 of this chapter, the Engineer is hereby charged with the enforcement of the provisions of this chapter and with the coordination of all District and County officials and departments in order to achieve the purposes of such provisions.
