(a) Connection and use. No unauthorized person shall uncover, make any connection with or opening into, use, alter, or disturb any public sewer, house connection sewer, or appurtenance thereof without first obtaining a written permit from the Engineer.
(b) Construction and excavations. No public sewer or house connection sewer shall be constructed or any excavation made within the right-of-way of any street within the District until after a permit has been issued therefor by the Engineer as provided in this chapter.
