When required by the Engineer, the owner of any property served by a building sewer carrying industrial wastes with a volume greater than two (2%) percent of the system flow shall install and maintain an approved flow recording device for continuous measurement of the volume of waste discharged to the public sewer. The flow measuring station and the records obtained therefrom shall be accessible at all times to the Engineer. Copies of the flow measurements shall be furnished the Engineer.
