Any person constructing a sewer within a street shall comply with all State, County, and City laws, rules, and regulations pertaining to the cutting of pavement, the opening, barricading, lighting, and protecting of trenches, and the backfilling and repaving thereof and shall obtain all permits and pay all fees required by the department having jurisdiction prior to the issuance of a permit by the Director of Public Works.
