(a) The penalty provided for in Section 6-1.705 of this article for the nonpayment of a license fee on or prior to February 15 in any year shall not apply to the owner of a kennel required to be licensed that has not been subject to the licensing requirement for more than ten (10) days.
(b) The penalty provided for in Section 6-1.705 of this article for nonpayment of a license fee for the immediately preceding year shall not apply to the owner of a kennel required to be licensed that had not been subject to the licensing requirement for more than ten (10) days during the immediately preceding year.
