Sec. 6-1.705.   Penalties.
   (a)   The owner of any kennel who fails to procure and pay for such license until after February 15th of any year shall nevertheless procure a kennel license until January 1st next ensuing and, except as otherwise provided in Section 6-1.706 of this article, shall pay in addition to the license fee a penalty set by resolution of the Board of Supervisors.
   (b)   The owner of any kennel required to be licensed by this chapter for the year immediately preceding the year in which an application for a kennel license is filed who failed to obtain a license for that kennel for that year shall pay in addition to any other license fee or penalty a penalty set by resolution of the Board of Supervisors.
