The purpose of this article is to regulate the location of adult-related establishments to insure that adverse effects will not contribute to the blight or downgrading of neighborhoods or deter or interfere with the operation and development of hotels, motels, and lodging houses and other businesses in the County, and to adopt regulations and standards that will tend to prevent the clustering of such establishments.
