A petition to suspend or revoke a business license shall be filed with the Business License Appeals Board by the Business Licensing Officer accompanied by a statement of the grounds or reasons for such action. At the time of filing, the Business Licensing Officer shall set the matter for a public hearing before the Business License Appeals Board and shall serve the licensee with a notice of the hearing and a copy of such petition by certified mail no less than fifteen (15) days prior to the hearing.
