Examples of circumstances beyond the control of a grantee which excuse a grantee from violation and being in breach of the provisions of Sections 11-1.1002 through 11-1.1014 of Article 10 of this chapter and Section 11-1.1101 of this article, when such violations are caused thereby, include the following: strikes; acts of public enemies; orders by military authority; insurrections; riots; epidemics; landslides; lightning; earthquakes; fires; floods; civil disturbances; explosions; and the partial or entire failure of utilities.
