The Commission shall be governed by a Board of Commissioners consisting of seven members appointed by the Board of Supervisors. The Board of Supervisors hereby expresses its intent to appoint the seven commissioners in the following manner:
(a) Five (5) jurisdictional members, one (1) each from the following jurisdictions: County of Yolo, City of Davis, City of West Sacramento, City of Winters, and the City of Woodland. Each jurisdiction shall also have the option of nominating an alternate member to attend commission meetings when their principal member would be otherwise unable to attend. The process for nominating such members is set forth in Section 2-2.3705, below. If any of the five seats reserved for jurisdictional members cannot be filled by a jurisdictional appointee within 90 days (or longer in the Board's sole discretion) after the vacancy first occurred despite reasonable efforts to identify jurisdictional nominees, the Board may fill the seat with an appointee residing anywhere within the County. Any individual appointed in such a manner shall hold the seat for one term, at the conclusion of which a jurisdictional appointee shall again be sought.
(b) Two (2) tenant members shall be appointed by the Commission from amongst Section 8 Housing Choice Voucher recipients of Yolo County Housing and tenants of Low Income Public Housing of Yolo County Housing, one of whom shall be over the age of sixty-two (62) years of age if Yolo County Housing has tenants of such age.
