It shall be unlawful for any person who is subject to the payment of fees pursuant to the provisions of this article to operate or park any motor vehicle within any facility, or portion thereof, for which a fee is charged for the operation or parking of a motor vehicle, who has entered during such times such a fee is being collected, without first having paid such fee.
