1331.03 PERMITTED SIGNS BY ZONING DISTRICT.
   The following signs may be located in each of the indicated zoning districts:
   (a)    Government uses when located in residential zoning districts are permitted to erect the following signs.
      (1)   One (1) or more ground signs in accordance with Section 1331.04(c); and one (1) changeable copy sign in accordance with Section 1331.04(a); and one (1) wall sign in accordance with Section 1331.04(j); and temporary signs in accordance with Section 1331.04 (h) (1); and portable signs in accordance with Section 1331.04(e) and historical plaques and markers, private property traffic control signs provided that the total area of all signage permitted excepting temporary signs, portable signs, and historical plaques and markers; private property traffic control signs shall not exceed one (1) square foot per lineal foot of building frontage or a total of sixty (60) square feet, whichever is less.
   (b)    Educational, civic, religious, or other similar institutional uses when located in residential zoning districts are permitted to erect the following signs.
      (1)    One (1) ground sign in accordance with Section 1331.04(c); or one (1) changeable copy sign in accordance with Section 1331.04(a); and one (1) wall sign in accordance with Section 1331.04(j); and temporary signs in accordance with Section 1331.04(h)(1); private property traffic control signs and portable signs in accordance with Section 1331.04(e) provided that the total area of all signage permitted excepting temporary signs, private property traffic control signs and portable signs, shall not exceed one (1) square foot per lineal foot of building frontage or a total of sixty (60) square feet, whichever is less.
   (c)    Residential Zoning Districts AAAA-C2. Unless otherwise permitted in accordance with Section 1331.03 (a) and 1331.03 (b), the following signs may be located in the above-described Residential Zoning Districts:
      (1)    Temporary signs in accordance with Section 1331.04(h)(1).
      (2)    Two (2) wall signs except that no single wall sign shall exceed one (1) square foot and further the total area of wall signs shall not exceed two (2) square feet per dwelling unit, and only one such sign may be illuminated provided that the sign contains no commercial message.
         A.    A commercial message shall be permitted on one (1) such sign but only if it relates to a commercial activity lawfully conducted on the premises in accordance with Chapter 1189 of the Planning and Zoning Code.
      (3)    One (1) permanent ground sign not bearing a commercial message and not exceeding one (1) square foot in area.
         A.    If a ground sign is installed in accordance with this Section, then only one (1) wall sign in accordance with Section 1331.03(c)(2) hereof shall be permitted.
      (4)    No more than four (4) signs shall be permitted to be displayed on a residentially zoned parcel, tract, or tract of property at anyone time.
   (d)    Office District C-3. Office buildings within the C-3 Office District may erect the following signs:
      (1)    Any sign permitted in a residential district.
      (2)    One (1) ground sign in accordance with Section 1331.04(c); or one (1) projecting sign in accordance with Section 1331.04(g); or one (1) wall sign in accordance with Section 1331.04(j); and canopy signs in accordance with Section 1331.04(b); and window signs in accordance with Section 1331.04(k), and private property traffic control signs provided that the total area of all signage permitted excepting temporary signs, private property traffic control signs, and portable signs shall not exceed fifty (50) square feet or one (1) square foot per lineal foot of building frontage, whichever is less, unless otherwise provided. On comer lots, the square footage of signage on a given side of a building shall not exceed the lineal footage of building frontage on that side.
   (e)   Retail Zoning District E. The following signs may be located in the E Zoning District:
      (1)    Office uses located in the E Zoning District may erect any sign permitted in the C-3 Zoning District.
      (2)    In addition to, or in lieu of the above described signage as provided herein, a retail use may erect one (1) pole mounted sign in accordance with Section 1331.04(d), and one (1) portable sign in accordance with Section 1331.04(e) and temporary signs in accordance with Section 1331.04(h)(2).
      (3)    The total area of all signage permitted excepting temporary signs, off-premise signs, private property traffic control signs, and portable signs, shall not exceed sixty (60) square feet or one (1) square foot of signage per lineal foot of building frontage, whichever is less, provided that the total area of all signage on the premises excepting temporary signs and signs not requiring a permit under Section 1331.02 shall not exceed one (1) square foot of signage for each lineal foot of building frontage on that side, or sixty (60) square feet, whichever is less unless otherwise provided. On corner lots, the square footage of a signage on a given side of a building shall not exceed the lineal footage of the building frontage on that side. Office and commercial uses on floor levels above the grade floor shall be permitted to erect up to six (6) square feet of commercial signage in the form and number otherwise permitted by this Chapter even if the maximum permitted square footage of signage calculated based on the lineal foot frontage of the building is exceeded provided that the maximum square footage of additional signage for all such uses on a given building shall not exceed twenty four (24) square feet.
