905.14 PROPERTY OWNER TO BE BILLED.

   Upon completion of any repair, reconstruction, or removal by the City, as provided by Sections 905.12, 905.13, or 905.16, the owner of the abutting land shall be billed for the entire cost and expense of the work. Such bill shall include:

   (a)    All actual construction costs, including all labor and materials whether the work was completed by City forces or by the City contractor or both;

   (b)    The costs of any temporary repairs, barricading and/or lighting; and

   (c)    A charge for administrative costs as determined by City Council.
