905.16 REMOVAL OF DEBRIS; NOTICE TO REMOVE.
   Whenever any debris, stone or other material is deposited on the paved portion of the street or on any sidewalk, drivewalk, driveway approach, carriagewalk, or within any tree lawn area by reason of a slide, collapse, washing away or crumbling of the owner's land or a structure located thereon, the owner shall immediately barricade and light such obstruction in the street or sidewalk until complete removal of such debris, stone or other material has been effected, and the owner shall remove all such debris, stone or other material within a reasonable time but in no case later than ten days after receipt of written notification by the City Manager, except that where such debris, stone or other material is located on the paved portion of the street and where the flow of traffic is impeded or otherwise affected by the presence of such debris, stone, or other material, the owner shall remove the same immediately upon receiving verbal or written notice from the City Manager.
