In case of emergency, the City Manager is authorized to have temporary repairs made, and/or to barricade, light, or otherwise protect or provide for the public safety in the area. The cost of all such temporary emergency repairs, barricading, lighting, and protection shall be charged against the abutting land and shall be collected as provided in Sections 905.14 and 905.15.
