If a defect is not corrected or repaired, or if the sidewalk, drivewalk, driveway approach, carriagewalk, tree lawn, or street area is not otherwise freed from nuisance, within the period of time permitted by the Notice to Repair, or any other notice issued by the City Manager, the City Manager shall cause the work to be done by contract, or by City forces, or both.
