§ 170.999 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.999 of this code of ordinances.
   (B)   Any person who shall fail to obtain a certificate of conformity as required by §§ 170.095 through 170.098 of this chapter, or who shall fail to correct violations within the time required by §§ 170.095 through 170.098 of this chapter, or who shall have had his or her certificate of conformity revoked and failed to immediately correct all the violations which caused the revocation, or who shall violate any of the terms of §§ 170.095 through 170.098 of this chapter shall be guilty of a misdemeanor punishable by a fine of not more than $500 or by imprisonment for not more than 90 days, or by both said fine and imprisonment. The penalties imposed by §§ 170.095 through 170.098 of this chapter shall not limit any other statutory or common law right or action that any person may have.

   (C)   (1)   Any owner that fails to register, fails to report changes to the registration information, fails to pay the registration fee when due, or fails to comply with any of the provisions of §§ 170.110 through 170.117 of this chapter, shall be responsible for a municipal civil infraction and a mandatory fine of $500, plus court costs and all other remedies permitted under the law for violation of municipal civil infraction.
      (2)   Any person or entity commits a second offense or subsequent violation of any provision of §§ 170.110 through 170.117 of this chapter, such a violation in the discretion of the city official may be charged as a misdemeanor punishable by a mandatory fine of $500 and/or imprisonment not exceeding 90 days.
      (3)   In addition to any other penalty provided for in this division (C), §§ 170.110 through 170.117 of this chapter may be enforced by suit for injunction, action for damages or any equitable relief appropriate to the enforcement of §§ 170.110 through 170.117 of this chapter.
