§ 94.057 AIR CONTAMINANTS, WATER VAPOR, SMOKE AND THE LIKE.
   (A)   Notwithstanding the provisions of any other city ordinance or rule, a person shall not cause or permit the emission of an air contaminant or water vapor in quantities that cause, alone or in reaction with other air contaminants, either of the following:
      (1)   Injurious effects to human health or safety, animal life, plant life of significant economic value or property in the city; and
      (2)   Unreasonable interference with the comfortable enjoyment of life and property in the city.
   (B)   No person shall, cause, suffer or allow to be discharged or emitted from any fuel-burning equipment, internal combustion engine, vehicle, outside open fire, or premises, any air contaminant or water vapor or any combination thereof or other solid or gaseous product of combustion in violation of division (A) above.
   (C)   No person shall cause or allow the escape or emission from any stack into the open air of any air contaminant or water vapor or any combination thereof or any quantity of noxious acids, fumes or gases in any place or manner as to cause injury, detriment or nuisance to any person or the public, or to endanger the comfort, health or safety of any such person or of the public or in any manner as to cause or have a tendency to cause injury or damage to business or property in the city.
