In any case in which the owner, lessee, tenant, occupant, agent or other person having control or management of any lot or land within the city, allows thereon any weeds, brush, grass or underbrush in violation of § 94.036 of this chapter, the City Engineer may assign employees to enter upon such land and to destroy such weeds, brush, underbrush and to remove such tall grass by spraying, cutting or other methods.
