It shall be unlawful for any owner, lessee, tenant, occupant, agent or other person having control of any lot or land, either public or private, occupied or vacant, within the city, to allow thereon or on any portion thereof or on the abutting or adjoining one-half of the public street or alley immediately adjacent to said lot or land, the presence of:
(A) Noxious weeds;
(B) Other weeds or grass exceeding 12 inches in height; and
(C) Wild growing brush or underbrush exceeding 12 inches in height.
