If the City Engineer determines that a driveway, crosswalk or other paved area is not reasonably safe or fit for travel, he or she shall give the owner or occupant of the premises adjacent to such driveway, crosswalk or other paved area, notice to repair the same within 30 days. If such owner fails to do so, the City Engineer shall have the power to cause the same to be repaired; the Engineer shall make a detailed report to the Council of the cost and expense of performing this work, which cost and expense shall be charged to such owner or occupant in the manner provided by the Charter relative to special assessments.
