No penalty imposed by and pursuant to this chapter shall interfere with the right of the city or the public also to apply to the proper courts of the state or city for a mandamus, an injunction, or other appropriate action against a person who violates or is about to violate any provision of this chapter. All ordinances or parts of ordinances in conflict herewith are hereby repealed. (2001 Code § 150.173)
