   E.   PENALTY. Any person, firm or corporation who shall violate any of the provisions of this chapter, or who fails to comply therewith, or with any of the requirements thereof, shall be guilty of an offense, and, upon conviction, shall be punished by a fine of not more than one hundred fifty dollars ($150.00), plus court costs.
