110.02: APPLICABILITY:
Nothing in this section shall be construed to apply to any person transacting and carrying on any business within the City of Woodward who is exempt from taxation or regulation by the city by virtue of the constitutions of the United States or the State of Oklahoma, or applicable federal or state law.
