97.15: OBSTRUCTION OF PUBLIC WAYS PROHIBITED:
   A.   No person, firm or corporation shall obstruct or cause to be obstructed any avenue, street, alley, sidewalk or other public way, in any manner as to interfere to any extent in the use thereof of the public, or as to interfere with pedestrian or vehicular traffic or parking thereon, excepting as may be necessary for the loading and unloading of any merchandise or farm products.
   B.   No person, firm or corporation shall place upon or permit to be placed upon any avenue, street, alley, sidewalk or other public way any goods, wares, articles of merchandise, or any other obstruction, without consent from the city manager. (2001 Code § 97.15)
