For the purpose of enforcing this chapter, all parks within or without the city now or hereafter owned by, or under the control of the city, are hereby placed under the police jurisdiction of the city. The parks shall be open to the general public from six o'clock (6:00) A.M. until eleven o'clock (11:00) P.M. daily, from November 1 to March 31 and six o'clock (6:00) A.M. to twelve o'clock (12:00) midnight from April 1 to October 31, except as provided herein. The chief of police may determine earlier or later opening and closing times of the parks to accommodate special events and activities taking place scheduled therein. Any member of the police department may arrest, without warrant, in any such park, any person who has broken any park regulation or other ordinance in the presence of the officer and the municipal court shall have jurisdiction of all such violations.
