93.03: MEMBERSHIP; COMPOSITION; TERMS:
   A.   Number; Appointment; Qualifications: The authority shall consist of seven (7) voting members who shall serve by appointment of the city commission. Every member of the authority shall be a qualified voter of the county from and after the time of their appointment. At least three (3) members shall have personal knowledge concerning aircraft and airport operations.
   B.   Ex Officio Members: The president of the Woodward chamber of commerce, and the city manager and the city attorney shall serve and be a part of the authority as nonvoting ex officio members. The president shall assist in efforts for furthering development and promotion of air transportation for the people of the city. The city manager shall assist in coordinating the various administrative matters which shall arise between the authority, the city commission, and the regular administrative departments of the municipality.    C.   Terms; Compensation: The term of each member shall begin on January 1 of each year. All members of the authority shall be appointed for a term of three (3) years or until their qualified successors are duly appointed. Three (3) members of the authority shall initially be appointed for a term of one year. Two (2) members of the authority shall initially be appointed for a term of two (2) years. The remaining two (2) members of the authority shall be appointed for a term of three (3) years. Thereafter, each member shall serve for a term of three (3) years.    D.   Vacancies: If a vacancy shall occur in the membership of the authority, by whatever means or cause, the city commissioners shall appoint a qualified voter of the county to fill the unexpired term of that vacant position. Members of the authority shall be removed only for causes provided and recognized by the constitution and statutes of the state in the manner provided, or which may hereafter be provided, for the removal of municipal officers by general law.
