53.01: STORMWATER DRAINAGE SYSTEM IS A PUBLIC UTILITY:
The stormwater drainage system of the City is hereby declared to be a public utility, and a proper source of revenue for the upkeep, repairs, extension and maintenance of the stormwater drainage system and other governmental purposes. (Ord. 1630, 4-18-2016)
