All ordinances passed by the commission, except emergency ordinances, shall take effect and become valid at the end of thirty (30) days from the date of passage of such ordinance. All ordinances shall be published either in a daily or weekly newspaper, published and of general circulation in the city, such publication to be within ten (10) days from the passage of the ordinance, except as otherwise provided by the constitution and laws of this state.
