All persons, firms and corporations in the business area of the City, or owning, leasing or occupying premises used for commercial purposes, shall provide trash receptacles for the collection of garbage and/or trash; shall maintain the same in good and sanitary condition; shall deposit all garbage and/or trash therein; and by contract or other means provide for the timely collection and removal of such garbage and/or trash.
